Over a two year span, Scouting was transitioning to a new organizational structure. District Councils were disbanded, with control being passed to the Regional Councils. At the local Group level, while the position of Group Chair still existed, the new position of “Group Scouter” was created. This was to be an experienced uniform Scouter who could assist parents, sponsors and Leaders in each Group in applying the Scouts Canada program. District meetings of Group Chairs and District Service Team members were being phased out. On paper, the District Council role was temporarily filled by a “District Council Committee”. Eventually the new structure would appoint three “Area Commissioners” to work with the “Group Scouters”.

Alan Dawkins awarded The Award for Gallantry in recognition of his efforts in the apprehension of an escaping bank robber.
